Japan: 7.0 Quake

A strong earthquake with a preliminary magnitude of 7.0 hit off the shores of Japan's southern Pacific island.

The offshore quake struck about 230 miles below the sea surface..... the Meteorological Agency says there was no danger of a tsunami. There were no immediate reports of damage or injuries.

If Japan is one of the seismically active countries, then why Nuclear Reactors were allowed there. Was UN defunct at that time ? Why no objections were raised when those reactors were built ?
