    Doesn't all of Israel including Judah have 613 laws to do?
    Naphtali has 613 laws,yes?
    Why did Blessed Rabbi Anava say Jews and gentiles instead of Israel and gentiles?

    Yes there are 613 mitzvot for all Jews. The word ''Jews'' is inclusive of all Israel.
