I consulted with someone who is a tsedaka consultant. He knows all the charities in Israel, what percentage is actually used for its purpose etc. I'm not saying that no other amutot are reliable, but the above definitely are.

Yes, Daniel is saying that the leaders of the Israeli government and the army are wicked. They may have been born Jewish, but they are either wicked or afraid of other powerful people, so they are not acting correctly. He says the soldiers are tzaddikim, totally righteous, but not the leaders.
