There he explains the reason for this.
He says that we know that every pain and affliction that any Jew has -
Regarding this it says: "in all their troubles He was troubled"
Hakadosh Baruch Hu feels the pain of this affliction just as the Jew feels pain
The pain of the family and the pain of the person
This is pain that is drawn above
And some of the pain of the Divine Presence descends down to us.
The pain that we feel here is infinitely small to the extent that we cannot imagine compared to the pain of the Divine Presence
The Divine Presence is crying
And when a person leaves the world there is the sound of a cry that is heard from one end of the world until the other
We see that Hakadosh Baruch Hu, He is in pain and He is pained by the situation that we the Jewish people find ourselves in
Hashem informs us of this pain so that we must understand that we cannot continue in this exile
But today the exile has reached the situation that the majority of the world thinks that it is possible to remain and function like this.
The exile is comfortable.
If there is an illness then people go to the doctor
If there is [difficulty] earning a living, they go to the parents
Eyes are not turned towards Heaven
The eyes are a great distance away
And then they see the great destruction that exists in the world
They see the pain and the suffering that our nation is experiencing
We all, all of us, each of us experiences what he experiences whether specifically or generally Everyone has something to contend with.
And this pain, this trouble, experienced by every man, by every woman this is literally the pain of the Divine Presence
And a person who feels this pain must understand that Hakadosh Baruch Hu is hinting to him
Pray for the Divine Presence
Rabenu Yosef Chaim wrote a responsa called Rav Pe'alim
In chapter 1, He writes at the beginning
Whoever wishes to delve into this – this is fascinating
In order to understand what is the Divine Presence, in order to understand what is Tikkun Chatzot
What is it that we say: "For the sake of the unification of the Holy One, Blessed is He, and His Divine Presence"
To understand these concepts well, it is worthwhile to study them

Every time, every day – is to pray for the Divine Presence

The Yanuka is hinting to us that the Geulah is very close. Right here- “Hashem informs us of this pain so that we must understand that we cannot continue in this exile”.
We are literally moments before the dark golus is over forever and all pain and suffering will end.

Those Who lives in EY I suggest you to see Hagaon Yanuka for his Braha to you. I had one problem and needed Yeshua for that. I went to him to get braha and after a month or two I got Yeshua from Hashem( bishut Hatsaddik ).
From the post above, Yanuka is saying about the Mitsva of Tikkun Hatsot. With Gd help, I want to say few words about this great Mitsva. I heard from big Mekubal Rav Moshe Milstein Shlita from New York (when I was living in New York) in the name of Arizal that those who say Tikkun Hatsot will Merit to see 3rd Bet Hamikdash. And this Mitsva helps to get rid of Harsh Decrees from the individual. TikkunHatsot is the Mitsva for Men Only. And I believe wives may benefit from it too if they husbands are recite Tikkun Hatsot.
Rabbi Yosef Karo writes in the Shulhan Aruch (Orah Hayyim, section 1, paragraph 3): ""It is appropriate for every Gd fearing individual to be sorrowful and concerned over the Destruction of the Bet Hamikdash. Our teacher Arizal wrote that the time for this is from Midnight until shortly before daybreak (Alot Hashahar), and it is called Tikkun Hatsot.
Tikkun Hatsot has two parts , Rachel and Leah which are descriptions and names for Heavenly Kingdom, which is also called by the name Shechinah.
As Israel sins, their sins cause a blemish in the sefirah of the Heavenly Kingdom, which is called by the name Shechinah, in the section of it which is called Rachel and in the section of it which is called Leah. And so too, when one merits Torah and Mitsvot and prayer, it causes a rectification and added lights there. For this reason, the order of Tikkun Hatsot was established, namely, the Rectification of Rachel, in order to rectify the part of the Kingdom called Rachel, and the Rectification of Leah in order to rectify the part called Leah.
Arizal said:"It has already been explained above that after midnight two things were done. One is the unification of Leah and Yaakov, and one is crying over Rachel, who came down to Creation, in the esoteric secret of the Shechina in exile which comes down precisely at his time. Therefore should you go and sit at teh entrance near the Mezuza, which is the esoteric secret of the Shechina, the Heavenly opening, and remove your shoes and sit barefoot, and wrap your head like a morner, and cry a great deal in keeping with your strength, and take burnt ashes and put them on your forehead in the place where tefilin are worn. Also, bend your head an hug your face literally to the floor, and have in mind also what was explained, that since the day the Bet Hamikdash was destroyed and the Torah was burned, its secret and mysteries were given over to the External Forces. And this is called the exile of the Torah, due to our many sins."
It is better not not sit directly on the ground. Instead, one should sit on something that will intervene between himself and the floor (you can use small chair less that 3 tefah).

Arizal writes there further. When you recite the psalm ' Al Naharot Bavel (Psalm 37) have in mind the Destruction of the Bet Hamikdash, and after you recite the psalm 'HalleluKa odeh Hashem be'chol leval (Psalm 111) you should cry every night over your sins and ask forgiveness before Him, may His Name be blessed. For this reason, say next the entire psalm 'Be'vo elav (Psalm 51) with tears, pleading, and entreaty.
Then get up from your place and go elsewhere to learn Torah until daybreak(for those who cannot stay until daybreak , read Patah Eliyahu).
See Shaar HaKavanot (page 58) for all the extradentary intents and rectifications effected by our recitation of the the Tikkun Rahel and Tikkun Leah.
The Ben Ish Hai also writes that even if one is very busy, he should not discontinue recitation of Tikkun Hatsot, and his Etzer Hara should not sway him by saying, "It is enough for us to say the prayers which are obligatory for us. Why should we say Tikkun Hatsot lacking are obligatory for us. Why should we say Tikkun Hatsot lacking intent of the heart, which is not so much of an obligation?" Instead, we should know that trough our recitation of Tikkun Hatsot we effect a wonderful rectification and purification of the soul, bringing down abundance for the worlds. We should try the best of our ability to recite it with wholehearted intentions and cleanliness and purify of thought, and Gd will help us.

Part 3 Tikkun Hatsot (After Midday we also say Tikkun Rachel)
Our teacher Arizal writes as follows (Shaar HaKavanot page 89c) "Concerning Ben HaMetzarim, which is 21 days between 17 Tammuz and the 9 Av, it is a very good an proper custom for every serious person to sit in mourning after Midday on all these days, and literally cry over the Destruction of the Bet Hamikdash. And the reason that this is after Midday is because that is the time when judgment is aroused...For this reason the Sanctuary was burned after midday. And this causes great benefit to man's soul. And concerning Tikkun Hatsot after Midnight, there is no need to mention it, for even on all other nights one should mourn the Destruction , and how much more so on the nights on Ben HaMetsarim, when we should weep more. And of this it is said (Isaiah , chapter 66, verse 10), 'Rejoice with Jerusalem..., all those who mourned over her.'
For this reason, many pious people follow the custom of Yeshivat Bet El and sit on the ground after Midday and say Tikkun Rachel with tears.
So, in short, we say Tikkun Hatsot (Rachel and Leah at Midnight) and we say Tikkun Rachel only at Midday(during Ben HaMetsarim only).
On the 9 Av we say Tikkun Rachel only at Midnight.
It is guaranteed by Hahamim that your life will be much easier when you accept willingly this hard Mitsva rather get problems unwillingly and the most important thing that you will Merit to see the 3rd Bet HaMikdash.
